Goa Declared 100 % Literate Under ULLAS Programme

The state of Goa has officially been recognised as fully literate, with the central government declaring 100 per cent literacy under the ULLAS – Nav Bharat Saaksharta Karyakram adult literacy scheme.  Chief Minister Pramod Sawant announced that the state achieved a literacy rate of approximately 99.7 % according to the latest assessment, effectively crossing the threshold needed for full-literate status. 

The achievement follows years of sustained efforts in Goa’s education sector, including initiatives that targeted adult education, digital literacy, and outreach to marginalised groups. The ULLAS programme emphasised not only basic reading and writing skills but also functional literacy—helping learners use digital tools, financial services and engage better in civic life (context). With tourism-driven economic sectors often offering seasonal or informal jobs, the literacy milestone may help raise local aspirations for more stable education outcomes and career pathways. 

Education officials say the milestone does not mean the end of the literacy campaign; rather, it marks a shift to “learning for livelihood” — linking schooling and adult education to employability, vocational training and continuous learning. Plans are already underway in Goa to strengthen school-to-work transitions, expand technical training and support students’ digital portfolios (context).
